We’ve been busy! Here is an overview of our recent engineering projects.
Casella Environmental Park, Pine Tree Waste, Inc.,Westbrook, ME
St.Germain was responsible for the design, permitting and construction oversight for construction of Casella Environmental Park including facilities for solid waste transfer and recycling. The project included a new MSW transfer building, a residential drop off and recycling area, access roads, scales, water, sewer, underground electrical service, and stormwater handling and treatment systems. Permits were obtained from the City of Westbrook and Maine DEP. The construction of the transfer building was completed on a fast track basis due to the recent closing of one of the area’s major solid waste handling facilities.
Global CNG Facilities, Various Locations, ME
Bangor Compression Station
St.Germain was responsible for civil design, permitting and construction oversight for a natural gas compression and four-bay truck loading facility for Global CNG and Oscomp. The project also included environmental due diligence and application for Maine DEP Voluntary Response Action Program (VRAP) liability coverage for the former Dow Air Force Base site. The aggressive schedule saw the project go from due diligence, through design, permitting and construction to operation in 8 months.
CNG Offload Facilities – Houlton, Searsport, and Hartland, Maine
St.Germain was responsible for the overall site design and permitting of three CNG offload facilities in Maine for Global CNG and Oscomp to receive CNG trailers from the Bangor compression facility. This CNG infrastructure will allow these manufacturing facilities to have access to natural gas even though they are far removed from gas pipelines.
Demolition of the Former Maine Rubber Building,
Westbrook, ME
St.Germain was commissioned to manage the demolition of the building and address any environmental issues, preparing the property for redevelopment. Responsibilities included development of a building demolition plan, assessment and removal of hazardous building materials, permitting, relocation of electrical service to an abutting building, demolition oversight, management of removal of four underground storage tanks, and subsurface environmental testing.
CNG Fueling Station, American Natural Gas (ANG),Westbrook, ME
St.Germain prepared and submitted a Site Plan Review Application to the City of Westbrook for approval to construct and operate a compressed natural gas fueling station on County Road in Westbrook, Maine. St.Germain was responsible for site design and permitting through the City of Westbrook and Maine DEP. The project also required approval from the Long Creek Watershed Management District.
Pond Construction/Site Improvements, BBI Waste Industries, Old Orchard Beach, ME
St.Germain was responsible for the design, permitting and construction oversight for upgrading the site’s stormwater handling system. The upgrades included two detention/infiltration ponds and site grading. Permits were obtained from the Town of Old Orchard Beach and Maine DEP. The construction included clearing, grubbing, excavation, fill, aggregate sub base and base, rip rap, loam and seed, erosion control, and relocation of truck block heater hook ups.
MSW Transfer Building, Aggregate Recycling Corporation (ARC) Eliot, ME
St.Germain designed, prepared and submitted a Site Plan Amendment Application to the Town of Eliot for approval of the addition of an office/maintenance building (as seen in photo) in 2011 and a municipal solid waste (MSW)/single-stream recyclables transfer building in 2012 to ARC’s Construction and Demolition Materials Processing Facility in Eliot, Maine. The project also required revisions to ARC’s DEP solid waste processing permit, and updates to Operations Manual.
Tire Recycling Facility, BDS Waste Disposal, Inc., Skowhegan, ME
St.Germain completed the design and permitting for construction of a tire recycling facility on a 24-acre site in Skowhegan Maine. The facility will receive used tires and process them into fuel for nearby paper mills. The project includes a processing building, tire storage pads, fuel storage pads, an office/maintenance building, access roads, utilities, truck scale and stormwater conveyance and treatment systems. Permits and approvals were obtained from the Town of Skowhegan and the Maine DEP. Construction is scheduled for the spring of 2014.
Concrete Batch Plant, Hissong Ready-Mix & Aggregates, Westbrook, ME
St.Germain completed the design and permitting for construction of a state of the art concrete batch plant in Westbrook Maine. The facility includes an automated concrete batch plant, truck washout basin, wash water recycling system, aggregate storage bins, truck garage, fueling station, site utilities, access drives, parking, and stormwater treatment and conveyance systems. The project required permitting through the City of Westbrook and the Maine DEP.
